Understanding PLRD Licensing: What It Means When You Hire a Security Vendor
Every security agency operating in Singapore must be licensed by the Police Licensing & Regulatory Department — here's what that actually covers, and what to check before you sign.
In Singapore, security agencies and the officers they deploy are regulated by the Police Licensing & Regulatory Department (PLRD) under the Private Security Industry Act. A valid PLRD licence means the agency has met requirements around company registration, management fit-and-proper checks, and officer training standards — it isn't just a formality, it's the baseline that separates a legitimate vendor from an unregulated one.
When evaluating a security vendor, ask to see the agency's licence and confirm that individual officers hold the appropriate rank certification for the role you're hiring them for (a Basic Security Officer certificate differs from supervisory or specialist certifications). A vendor that can't produce this readily, or seems vague about it, is a real warning sign — licensing gaps create liability exposure for your organisation too, not just the vendor.
